Rosenfeld was born in Birmingham, Alabama, in 1926. Starting in 1954 he served as a professor of physics at the UC Berkeley and a senior staff member at Lawrence Berkeley National Laboratory. In 1994, he served in the Clinton administration as senior advisor at the U.S. Department of Energy.
